The Challenge

A rapidly growing global maritime operator faced an influx of vendor proposals across procurement, technical services, and port operations. Manual email screening, unstructured proposal formats, and inconsistent evaluator scoring created slow vendor onboarding, limited traceability, and elevated compliance risk. Therefore, there is a need for an AI-driven automated vendor management system that can intelligently detect proposals, extract insights, verify vendor authenticity, and evaluate proposals using consistent scoring criteria.

Operational constraints included distributed teams across six main offices, a lean procurement headcount supporting hundreds of port calls and thousands of contracts, and strict regulatory and safety documentation requirements for maritime suppliers. The company required a solution that reduced cycle time while preserving auditability and human oversight.

Multi-Agent Scoring and Orchestration

• Specialized Scoring Agents: Cost Evaluation, Technical Capability, Delivery Timeline, and Risk & Compliance agents each produce a score, reasoning, and confidence level.

• Central Orchestrator: Aggregates weighted scores into a final Vendor Suitability Score and surfaces an explainability trace for auditors.

Human-in-the-Loop Experience

• Procurement Dashboard: React/Next.js interface showing final score, verification results, document highlights, and AI reasoning trace; enables reviewers to accept, reject, or request clarifications.
